Each year, after the President approves state admission quotas, the State Admission Commission adds extra state-grant places for women from families in need to the general full-time bachelor's quotas and splits them by region. The recommendation letter is valid for one year. It gives the right to compete for these extra places only in the first programme the applicant chooses when registering, and only for a first higher education degree. Places go to the letter holders with the highest entrance test scores. The letter does not add points and does not guarantee admission. The official national admission news says letter holders each year greatly outnumber the extra places.
