The Honhaar Scholarship Programme is a Government of the Punjab initiative that plans 30,000 scholarships each year for students in 68 disciplines at public-sector universities, graduate colleges and medical colleges. The Islamia University of Bahawalpur announced on 27 October 2026 that Phase IV undergraduate applications for Fall 2026 are open, with a deadline of 9 November 2026. It says the opportunity is for all active undergraduate students: new Fall 2026 entrants apply on Intermediate and Matriculation marks, while enrolled students apply on CGPA. The detailed Phase IV eligibility is published on the Honhaar portal. For reference, the Phase III (2025) rules listed by the University of Sargodha required a Punjab domicile, a monthly family income below a set limit, minimum FSc marks (70% for sciences, 65% for arts at public universities) and a merit formula of 30% Matric plus 70% Intermediate.
