Azerbaijan's Heydar Aliyev Scholarship Programme offers Turkish citizens a fully funded place (bachelor's, master's, doctoral or medical) at an Azerbaijani university, selected by Türkiye's Ministry of National Education.
In the 2026-2027 cycle one scholarship (one principal and two reserve candidates) was available across all levels. The programme is run by Azerbaijan's government; programmes can be taught in Azerbaijani, Turkish, English or Russian. Recent lise graduates can apply at bachelor's level.
